In exceptional circumstances Travel Assistance may decide that it is necessary to provide travel assistance to students with an (EHC) Plan, who are aged 19-25 years, when they begin a new course of education.

City of Wolverhampton Council actively encourages young adults to participate in education and training to maximise their independence. However, it is expected that most adult learners will make their own travel arrangements and meet the cost of these arrangements.

Exceptional circumstances

In exceptional circumstances City of Wolverhampton Council may decide that it is necessary to provide travel assistance to students with an (EHC) Plan, who are aged 19-25 years, when they begin a new course of education.

Adult learners aged 19-25 may qualify for travel assistance based on the outcome of assessment if they: 

  • live in the City of Wolverhampton 
  • attend a full time (a minimum 15 taught hours per week) course which started before they were 19 at the nearest suitable educational establishment.
  • could not be expected to make their own travel arrangements.

Is the service free

In exceptional circumstances travel assistance can be free of charge.
