There is no legal duty to provide transport for children below compulsory school age (age 0-4). However, in exceptional circumstances the service may be able to help.

City of Wolverhampton Council will not normally provide travel assistance for children before the start of the academic year in which they turn 5.  

Exceptional circumstances 

We may choose to provide travel assistance for an individual in exceptional circumstances. For instance, children with an assessed special educational need may be eligible to access travel assistance.

Is the service free 

In exceptional circumstances support may vary depending upon the need and suitability. When planning transport, we take a person-centred approach and would discuss cost and arrangements with you in these situations.
