Young people maybe supported from sixth form age receiving education or training at schools, further education colleges/institutions.
The Education Act 1996 requires councils to publish an annual ‘Transport policy Statement for young people of sixth form age’ which sets out what travel assistance is available, from City of Wolverhampton Council and other bodies, to facilitate the attendance of young people of sixth form age receiving education or training at schools, further education colleges/institutions, 16-19 Academies, and certain other institutions maintained or funded by City of Wolverhampton Council.
Eligibility
Pupils aged 16-19 may qualify for travel assistance based on the outcome of assessment if they:
- Live in the City of Wolverhampton
- Attend a course which started before they were 19.
- Attending a full time (a minimum 15 taught hours per week) course at the nearest suitable educational establishment
- Could not be expected to make their own travel arrangements.

Is the service free
Councils are not required to provide any free or subsidised post 16 travel assistance and most student’s do not receive or require travel support from the Council, unless the circumstances are exceptional. Students should in the first instance apply to their school or college for bursary funding to help with their travel costs.
If a student is eligible for travel assistance, then currently there is no charge as it has been suspended, this will be reviewed on a yearly basis. If charging recommences then the level of contribution is set at £600 per academic year or £300 for students from low-income families.
